TECHNICAL NOTES Balancing Efficiency and Equity of Ramp Meters
نویسندگان
چکیده
An efficient ramp control strategy may not be politically attractive due to its negative impacts on equity. This paper addresses this issue and presents a new objective for ramp metering—minimizing weighted travel time—which is able to balance efficiency and equity. A quasioptimization/simulation approach is used to achieve the new objective. BEEX, a new family of control strategies with various degrees of equity consideration, are developed and used to demonstrate this approach. DOI: 10.1061/~ASCE!0733-947X~2005!131:6~477! Measuring the Equity and Efficiency of Ramp Meters
The general purpose of this study is to develop both efficient and equitable freeway ramp control strategies. Measures of efficiency and equity for ramp meters are defined and applied to data collected in the Twin Cities ramp metering shut-off experiment. A trade-off between efficiency and equity is evident from the results of data analysis. A new time-dependent optimization program for the glo...
متن کاملRamp Meters on Trial: Evidence from the Twin Cities Ramp Meters Shut-off
Ramp meters in the Twin Cities have been the subject of a recent test of their effectiveness, involving turning them off for 8 weeks. This paper analyzes the results with and without ramp metering for several representative freeways during the afternoon peak period, depending on data availability. Seven performance measures: accessibility, mobility, equity, productivity, consumer surplus, trave...

Ramp meters in the Twin Cities have been turned off for eight weeks in fall 2000 in an experiment testing their effectiveness. This chapter analyzes the data collected during the experiment on several representative freeways during the afternoon peak period. Several performance measures for ramp metering including mobility, equity, consumers’ surplus, productivity, accessibility, and travel tim...

متن کاملIdentifying Winners and Losers in Transportation
The issues surrounding transportation equity, both external and internal to transportation, are explored. Several examples are provided of transportation improvements that impose transportation costs on more individuals than those who are benefited. Beyond counting the number of winners and losers, several quantitative measures of equity are suggested and applied to a test case: ramp meters in ...
